"When Belecthor II, the twenty-first Steward, died, the White Tree, died also in Minas Tirith; but it was left standing 'until the King returns', for no seedling could be found" (p. 334, The Return of the King). It has been a long time since there was a King in Gondor so perhaps not many really believed one would return. But I think that the death of the White Tree would crush what little hope of that triumphant day some might have. That is always a tough thing to deal with: holding on to hope when everything around you signifies that hope with futile.
